Packaging, Handling, Storage and Transportation (PHS&T) Although it may seem on the surface that PHS&T is mundane and even ordinary because it does not seem to directly relate to the development of the system / equipment, it can be one of the most challenging elements of ILS and can have a significant influence on the achievement of high levels of operational availability and in the minimisation of life cycle costs. When an item is provided in a serviceable condition from the logistic support system, often many years after acquisition, the processes of acquisition, packaging, handling, storage and transportation are usually taken for granted. Making available an item in a serviceable condition involves a detailed process which begins in the concept phase with design considerations, and this continues through the development of proto-types and manufacture. Because so much new equipment consists of state-of-the-art technology in materials, components and processes, the requirement for non-standard PHS&T is significant. These special requirements can have a significant effect on costs and increase the life cycle costs of the equipment / system. PHS&T covers all processes, procedures, design considerations, methods and materiel necessary to ensure that all equipment / systems and support items are able to be transported as required. Additionally, PHS&T must ensure that all equipment is protected from damage due to the environment or handling, through acquisition, storage, distribution and issue.
