Manpower and personnel includes the analysis of the equipment / system to determine the level of personnel support and skill sets required to acquire, install, test, train, operate and maintain the equipment / system throughout its life cycle.

Manpower will be required to operate and maintain the equipment as it is introduced into service.  The logistical planning for the operation and maintenance of the equipment / system must recognise how manpower and personnel requirements are determined and how an equipment acquisition program may affect manpower and personnel resources.
